Herodes war eine militärische Machtentfaltung wegen der römischen Herrschaft versagt geblieben, die eingesparten Kosten
einer militärischen Aufrüstung und Kriegführung investierte er in großartige Bauten in Jerusalem, Caesarea Maritima und anderen Orten in Palästina. Am bedeutendsten war die Errichtung des herodianischen Tempels mit einer Erweiterung des Tempelplateaus in Jerusalem.

Herodes war ein absoluter Herrscher, außenpolitisch als Bundesgenosse an Rom gebunden, innenpolitisch souverän, sein Bild in der Geschichtsschreibung beginnt mit positiven Darstellungen des tatkräftigen Herrschers bei Nikolaos von Damaskus, die als Abschrift im Jüdischen Krieg des Josephus teilweise erhalten sind (Bell 1,31-2,116).
Als sich in Rom der Wind drehte und Kaiser Nero als Tyrann erschien, wurde auch Herodes bei Josephus (Jüdische Altertümer) und in Mt 2 als Gewaltherrscher dargestellt.
